Given that ICE appears to fit the statutory definition of a Racketeering Influenced and Corrupt Organization, shouldn’t Mr. Bovino and his gang of masked thugs be prosecuted under that statute?
They fit the definition:
Their crimes (murder, kidnapping, and obstruction of justice, for starters), form a pattern, two or more such acts within 10 years, and connect to an enterprise designed to maintain power through ongoing criminal schemes.
