I can't begin to understand why someone would acquire a score of animals, and them torture them to death by denying food and water. No excuse can explain it away.
Even more disturbing is why law enforcement and the humane society, in our so-called enlightened society, would allow the surviving animals to remain in this individuals custody who clearly doesn't have the wherewithal to be a pet or livestock owner. It's as if the authorities are treating this like a violation of a lawn-mowing blight ordinance or something equally trivial. It's an absolute outrage.
