This landowner has been charged with a misdemeanor. If convicted, it equates to something like a $500 fine, jail time waived, and a stern talking to. If folks actually want to change things please contact your state representative and senator, and demand the the penalty for animal cruelty such as this be raised to a felony; gross misdemeanor at the very least. It won't be a total solution, but its a start.
