I am not in the "know" about this project, and it's complexities; but I surely wonder if some of the City and Consultant folks are incompetent. The timing of the news that the dredging will have to wait, again, and that the grant money must be returned, and that it is the middle of our summer construction season all have me dumbfounded.

Let me see; the goal was to dredge this year, and now we learn that the construction plans are not drawn, and they are needed to finish the permitting. Should not this latest City discussion have occurred last winter? As a retired civil engineer with lots of similar experience, I am more than a bit surprised at the timing.

My advice to the City is to have a task list prepared for all work items going forth through planning, easement acquisition, permitting, platting, bidding, grant work, assessment hearings and the construction period. These should all be placed in a computer scheduling software, with the critical path items noted. The Council should review the schedule every month and if any tasks are not accomplished in a timely manner corrective action is needed.
